The votes of that era were an immediate break, followed within months by war. The Texas Independence Referendum Act is a different thing entirely: a vote on a single question, whether Texas should reassert its status as an independent nation, followed by negotiation, not an overnight walkout. The comparison to 1861 does not hold.
